Limerick City and County Council has announced a major transformational development proposal across three key sites in Limerick City in an investment in the region of €400m, including a new state-of-the-art medical facility and the creation of over 200 construction jobs across the sites.

The three key sites are in Thomondgate, Hyde Road Park (site behind Bourke Avenue), and Coonagh.

Following an Expressions of Interest (EoI) on e-tenders and an assessment of applications received in January 2021, a Joint Venture has emerged as the successful bidder based on the ambition, viability and both economic and social dividend to the areas for the plans submitted for the three-site project.

The Joint Venture Whitebox and Clúid proposal will not only deliver much-needed housing in Limerick but one of the proposals, relating to the Coonagh site, will deliver a variety of housing options to the area and investment on a transformational scale for the immediate area and Limerick generally. 400m Limerick Investment

The Coonagh site proposal, which sits on 14 hectares to the western edge of Moyross, envisions the inclusion of a University of Pittsburgh Medical Center (UPMC) facility comprising a 150-Bed and 40-day bed hospital, a medical training and research centre, an eco-park, playground, crèche and coffee shop. From a housing perspective, 108 new 1-4 bed affordable and social housing units are included. This development, still in preliminary discussion with UPMC, represents the Whitebox/Clúid ethos in delivering sustainable, inclusive communities for residents of all ages.

The proposal for the Thomondgate site comprises 63 new housing units, which will be a mix of affordable, social, and private one, two, and three-bed homes. 400m Limerick Investment

The development at Speakers Corner on the Hyde Road Park site comprises 36 one and two-bed units which will be a mix of affordable, social, and private housing.

Mayor of Limerick city and county, Cllr Michael Collins said the delivery of the Coonagh site development dovetails perfectly with the Regeneration plans contained in the Limerick Regeneration Framework Implementation Plan, which will also see additional housing developments and the completion of key connectivity routes in Moyross, with particular emphasis on the Coonagh-Knockalisheen Road Scheme.

Mayor Collins said: “This is a truly remarkable development proposal for Limerick with three key sites for development to be delivered in parallel in the next 3 -5 years. Once again as a local authority, we have demonstrated ambition and courage in taking on transformational projects that will improve the quality of life for all our citizens. I know officials have been working very hard in the background to take us to the point of this announcement today. This is a very proud day for Limerick and I look forward to seeing what further opportunities this announcement will bring.”

Chief Executive of Limerick City and County Council, Dr. Pat Daly said: “I want to pay tribute to the efforts of the team in working with the Joint Venture parties to allow this announcement to take place today. We are genuinely excited about all three sites but it is the Coonagh site, in particular, given the scale of ambition of the proposal, that delivers the most promise. Our Regeneration program has been underway for seven years now and we have been looking for the game-changer that will ignite the areas beyond our existing plan. This is the game-changer for Moyross and its residents. We will continue to deliver on the Limerick Regeneration Framework Implementation Plan, in partnership with our communities, but will continue to look for every opportunity to bring further transformational developments across all four Regeneration areas.”

Director of the Housing and Regeneration Programme, Limerick City and County Council, Aoife Duke added: “Whitebox and Clúid are a well-established partnership in terms of development projects delivered to date. During the assessment process, we were particularly struck by the understanding of the brief and the ambition of the plans submitted. On the basis of discussions to date, and in conjunction with Limerick Twenty Thirty, who will project manage the development process, we look forward to seeing the delivery of this project at pace.”

It is anticipated that the sites will be developed over the next three to five years with the planning process set to commence in quarter 2 of 2021.

The CEO of Limerick Chamber, Dee Ryan, has welcomed the announcement. Responding to the news, Ms Ryan said that it is a massive vote of confidence in post-COVID Limerick.

“This is a strong statement about Limerick’s resilience. Over the past six months, in what has been a time of great economic uncertainty the world over due to COVID, here in our corner of it we have had a number of significant job announcements, notably Regeneron’s good news story of expansion and 400 new roles in August and Indigo Telecom Group with 100 posts last month among others.  We’ve had the commencement of activity on the Opera Site development in November as well.  Now, in February, we have this announcement by Limerick City and County Council. Together, these are raising spirits across our city during challenging times.  This is a positive indicator as to what lies ahead as we navigate our way out of the current COVID challenge.”

Ms Ryan continued: “The Chamber particularly welcomes the residential element of the development, bringing 200 new private, social and affordable units, which are badly needed  in Limerick. It’s early stages yet but the very fact that a medical provider such as UPMC is the healthcare partner in this proposal is hugely exciting. UPMC not alone builds and operates healthcare investments across the world but is known for its ethos of, where possible, locating them in areas that bring real social dividend. That’s extremely encouraging for the north-side of the city.

“Our vision for Limerick is that we develop a thriving city with opportunities for all sections of our community and this proposed investment is going to ensure that type of balance is achieved.

“We congratulate the local authority on leading and delivering an outcome that has huge promise for this part of the city.  It is now essential that we do whatever is necessary to support the delivery of this unprecedented opportunity for Moyross and the wider city and region .”
