A Mayoral Order signed to dispose of land for a key mixed-use development in Moyross to include 115 residential properties

The Mayor of Limerick has signed a Mayoral Order to complete the disposal of approximately 31 acres of Limerick City and County Council-owned land at Ballygrennan on the western edge of Moyross.

This land will be disposed to Cluid Housing and Whitebox in a joint venture after they emerged as the successful bidder to develop the site, to be known as ‘Greenhills’.

Elected members granted a Section 183 in 2023, providing for the procedure to be followed in relation to the disposal of land held by a local authority. A planning application for a mixed-use development on the site was granted planning permission by Limerick City and County Council in 2024.

The development will include 73 residential units made up of 34 3-bed, 12 4-bed, and a further 27 3-bed units. A neighbourhood centre will include 42 2-bed apartments, a pharmacy with drive-through, a coffee shop, a local convenience retail unit, and a day centre. The development also includes a 3-storey, 90-bed nursing home and a new ambulatory medical facility.

Phase 1 of the project will see a single-storey medical unit (3,297 sqm) with consulting, diagnostic, and treatment rooms. Phase 2 will include a four-storey medical unit (9,132 sqm) with consulting, diagnostic, and treatment rooms, and a restaurant/coffee shop.

The development lines up with the objectives of the Limerick Development Plan and is reinforced in the More For Limerick Mayoral Programme 2024-2029, including revitalising the Moyross area and activating public lands for housing more quickly.

The project will also provide a significant jobs boost to the Northside of Limerick city, creating employment in the area (both during and after construction), providing upgraded medical facilities, improved infrastructure and a boost to affordable housing options.

Mayor of Limerick, John Moran, said the announcement of the project is “the moment for Moyross to begin to shape another new narrative” with the plans falling in line with the “More for Limerick” programme, he said, “This is the moment for Moyross to begin to shape another new narrative – one of resilience, creativity and shared future – building on the progress in recent years. Onwards and upwards – more for Moyross.”

Cathaoirleach of the Limerick Metropolitan District, Cllr Kieran O’Hanlon described the project as a “significant step towards revitalising the community of Moyross”.

The Cathaoirleach said, “This project represents a real opportunity to uplift the community and improve quality of life in the area. I and my fellow elected members are proud to support this initiative, which will attract further investment and give the people of Moyross access to the high quality services and infrastructure they deserve.”

Pat Daly, Director General, Limerick City and County Council, added, “This is a game changer for Moyross. With planning permission secured, the official disposal of this land lays the foundation for a more vibrant, healthy and sustainable community. We’re looking forward to seeing the delivery of a project that aligns so closely with our vision for a thriving, equitable Limerick.”

A contractor has been identified and work is expected to begin shortly.
